Chicago, IL, June 16, 2025: Dr. Mona Ghosh, a 52-year-old Indian-American obstetrician-gynecologist based in Hoffman Estates, Illinois, has been sentenced to 10 years in federal prison for executing a wide-ranging healthcare fraud scheme that defrauded government and private insurance programs out of approximately $2.4 million.
The sentence was handed down by U.S. District Judge Franklin U. Valderrama, who described Dr. Ghosh’s conduct as a “serious breach of trust” that caused lasting harm to patients, some of whom underwent unnecessary and invasive procedures.
Between 2018 and 2022, Dr. Ghosh submitted fraudulent claims to Medicaid, TRICARE, and multiple private insurance companies. According to federal prosecutors, she billed for procedures such as endometrial ablations, colposcopies, biopsies, and ultrasounds that were either medically unnecessary, never performed, or conducted without patient consent. In some instances, patients were misled into believing they had cancer and required urgent treatment.
To further the scheme, Dr. Ghosh routinely exaggerated the length and complexity of patient visits and used billing codes intended for more intensive services than were actually rendered. Investigators found she had also falsified patient records to justify the inflated claims.
Dr. Ghosh pleaded guilty to two counts of healthcare fraud in 2024. In addition to the prison term, she was ordered to pay over $1.5 million in restitution.
“The defendant violated the trust of vulnerable patients and exploited the healthcare system for personal financial gain,” said a statement from the U.S. Attorney’s Office for the Northern District of Illinois. “Her actions not only defrauded insurers but also put patients at risk.”
The case was investigated by a federal task force comprising the FBI, the Department of Health and Human Services Office of Inspector General (HHS-OIG), and the Department of Defense Office of Inspector General (DoD-OIG).
Dr. Ghosh operated Progressive Women’s Healthcare, a clinic based in Hoffman Estates that offered OB-GYN and telehealth services. She is currently in federal custody and will begin serving her sentence immediately.
